Register Birth in Singapore for PR or Foreigner

Birth registration should be done within 14 days from the date of birth, including Sundays and public holidays. Regardless whether your are a citizen, Permanent Residence (PR) or Foreigner.

Documents Needed

Notification of Live Birth issued by the hospital*
Identity Cards of both parents
Original marriage certificate of parents, with English translation (if applicable)

Additional Documents Required for Foreigners  
Passports of parents
Entry Permits of parents
Disembarkation/Embarkation card of parents

Additional Documents Required for Registration by Proxy
A letter of authorization from the parents of the child


Registration Venue in Singapore

Hospital
Births can be registered at any of the following hospitals where the child was born:
  • Gleneagles Hospital
  • KK Women's & Children's Hospital
  • Mount Alvernia Hospital
  • Mount Elizabeth Hospital
  • Mount Elizabeth Novena Hospital
  • National University Hospital
  • Raffles Hospital
  • Parkway East Hospital
  • Singapore General Hospital
  • Thomson Medical Centre 

you need to pay extra for this service at the hospital, SGD 38 (please check with the hospital directly to confirm).  If you go directly to ICA, you only need to pay for SGD 18. 

If you want to register the birth at the hospital make sure that you book the slot in advance. Depends on the hospital, some hospital do not provide this service every day and they have limited slots. I didn't manage to get a slot and need to go to ICA.

Monday to Friday : 8.00 a.m. to 4.30 p.m.
Saturday : 8.00 a.m. to 12.30 noon
Peak periods: Mondays, Fridays, Saturdays, eve and the day after public holidays After 11.00 am on weekdays and Saturdays

Please make sure that you bring all the required documents and bring a pen to ICA ( you need this to fill in the birth registration form). I had to go to level 4 just to find a pen.

Here what you need to do in ICA:
  • Go to the receptionist on the third floor, you'll be given queue number and form. 
  • Complete the Birth Report form and wait to be called.
  • The Registration Officer will verify the documents produced
  •  A sample print out of the birth certificate for you to check. 
  • Verify the particulars of the child.
  • Sign on the Birth Certificate that the Registration Officer will print out.
  • Payment $18 (NETS or CASH only).  
  • Wait for the Birth Certificate to be laminated and issued.
  • The officer will also explained various way to extend your child stay in Singapore.
It took 30-40 minutes including waiting time for me at that time.
